On Monday, March 21, 2022, at approximately 1120 hours, Decatur County Sheriff’s Office (DCSO) Investigator (Inv.) Vincent Edmond was on duty and located in Bainbridge, Decatur County, Georgia. Inv. Edmond was located at the Palmer Motel located at 1679 Tallahassee Highway room 136, where he eventually arrested Thomas Andrew Phillips for several Outstanding Arrest Warrants and Amy Banks Smith for Hindering the Apprehension of Fugitive. DCSO and Bainbridge Public Safely Investigators also located stolen property in the motel room, that had been stolen from a 97 South Security Storage, at 780 Faceville Highway, Bainbridge, Georgia.
