On July 12, 2021, at approximately 1520 hours, Decatur County Sheriff’s Office Sergeant Justin Kelly responded to 441 Old Pelham Road. Upon Sgt. Kelly’s arrival, contact was made with Theresa Ruark. Ruark advised that she wanted her son, Joshua Pippins, and her ex-husband, Randall Pippins, trespassed from her property.

On July 12, 2021, Deputy (Dep.) Patrick Wilkinson was patrolling on the 27/84 Bypass, in Bainbridge, Georgia. Deputy Wilkinson observed a Gold in color van, bearing a Florida tag driving in the eastbound lane, traveling at an extremely low-rate of speed. Dep. Wilkinson then later observed that the vehicle in question had what appeared to be a front left fender well insert hanging off of the vehicle, dragging against the ground. At approximately 2250 hrs., Dep. Wilkinson then turned on the blue emergency lights on his patrol vehicle and initiated a uniform traffic stop. Dep. Wilkinson arrested Cogland for the following: Theft by Receiving Stolen Property, Driving Unsafe or Improperly Equipped Vehicle, Cogland was transported to the Decatur County Jail without further incident.

On July 13, 2021, at approximately 2152 hours, Corporal Timothy Fowler was located off of Old Whigham Road, when he noticed a vehicle traveling West onto Martin Luther King Jr. Dr. /Planter St., that had no visible running tail lights. Cpl. Fowler initiated a Traffic Stop. Cpl. Fowler issued Pittman with two citations and are as followed: Driving without a Valid Driver’s License and Insurance Requirements for Operating a Motor Vehicle.
