| Narrative | On Thursday, October 5, 2023, at approximately 0824 hours, Decatur County Sheriff's Deputies Richard Collins, Sam Hughs, and Lieutenant Pat Trolinger responded to 252 Scott Road, in Brinson, Decatur County, Georgia. Prior to arriving on scene, Decatur-Grady E911 advised responding deputies that a couple of farm hands found a small SUV parked behind a mound of dirt in their field. They told 911 that inside the vehicle there was a black male asleep in the driver's seat with the door open. |

| Narrative | On Monday, October 9, 2023, at 0951 hours, Deputy Sam Hughes was located in the Decatur County Sheriff's Office Lobby when he came in contact with offender, Charles Howell, who is a Registered Sex Offender out of Polk County, Florida. Howell was explaining to Deputy Hughes how he had not un-registered with Polk County Sheriff's Office before he moved up to Decatur County, Georgia. Deputy Hughes noticed that Howell had a piece of mail with his name and address of 395 Phillips Pope Road, Climax, Georgia on it. Deputy Hughes contacted Sergeant Lawton with the Polk County Sheriff's Office Sex Offender Registry who informed Deputy Hughes that Howell was listed as an Absconded Sex Offender and had active warrants for his arrest with full extradition. Charles Howell was placed under arrest and booked in the Decatur County Jail. |
