On Sunday, November 10, 2019, at approximately 0032 hours, Sgt King was located on Faceville Highway monitoring traffic speeds. Sgt. King was stationary facing south just North of Southland Road. Sgt. King observed a vehicle that was passing another vehicle both were traveling North. It appeared to Sgt. King that the vehicle was traveling at a high rate of speed. Sgt. King heard a high pitch doppler sound come from his radar. Sgt. King observed the vehicle was traveling 78 miles per-hour in a 55 miles per-hour zone. Sgt. King placed Bulmaro under arrest and transported Bulmaro to the Decatur County Jail without incident. Sgt. King issued Bulmaro two citations for Driving Without a License and Speeding.

Phillips made contact with the driver Rodney Phillips. Dep. Phillips advised Phillips that he was stopped because the license plate on the vehicle came back registered to a Nissan Armada.
