OFFENDER: WILLIAM THORNTON
On Wednesday, November 18, 2020, at approximately 1317 hours, Investigator Victor Strickland was on patrol conducting residence checks on registered sex offenders. William Scott Thornton, a registered sex offender, had registered 134 Florence in Bainbridge, Decatur County, Georgia as his home address. Inv Strickland did not locate Thornton at that address. Inv Strickland ultimately located Thornton living in a camper beside a trailer in thick brush near 178 Florence in Bainbridge. Thornton stated that he had been evicted from 134 Florence a little over a week ago and had to move his camper here. Thornton stated that he was just too busy to go to the Sheriff’s Office and register his new address.
On 11/18/2020, at approximately 1427 hours, Inv Strickland placed Thornton under arrest for Failure to Register as a Sex Offender. Thornton was escorted to the jail and turned over to the Decatur County Jail for processing.

On November, 18, 2020, at approximately 0037 hours, Decatur County Sergeant Spence was sitting stationary at 97 South. Sgt. Spence was able to hear a vehicle coming down 97 South headed South at what appeared to be a high rate of speed and failing to maintain lane several times hitting the rumble strips in the roadway. Sgt. Spence observed the vehicle coming his direction at a high rate of speed. Sgt. Spence activated his rear radar and had an audible sound with the speed he was visualizing, Sgt. Spence had a target speed of 90 MPH in a 55 MPH zone.
Chandler was written a citation for Driving on a Suspended License, and a citation for Speeding. Chandler was placed under arrest on Violation of Georgia Controlled Substance Act, and Crossing Guard Lines with the THC wax.

On 11/17/2020, at approximately 2025 hours, Lt. Presilla was located on Hwy 27 South at approximately mile marker 12. Lt. Presilla observed a vehicle traveling north on Hwy 27 with a passenger headlight out. Lt. Presilla conducted a traffic stop on the vehicle on Hwy 27 South cross of Woodhull Road. Love was arrested for Driving w/o Headlights when required and Violation of Georgia Controlled Substance Act.

On Monday, November 16, 2020, at approximately 1900 hours, Investigator Gabriel Cofer was contacted by Deputy Jordan Phillips, in reference to a traffic stop performed by Georgia State Patrol (GSP), in Decatur County. Dep Phillips advised that GSP Trooper Marc Marchant and GSP Trooper Steven Kornegay had performed a traffic stop on a vehicle on GA HWY 97 near the Zip Trip store in Bainbridge where they requested Decatur County Deputies assistance. Coney was checked for warrants and came back Wanted for Probation Violation. Coney was placed under arrest and transported to the Decatur County Jail.

On Friday November 13, 2020, at approximately 1743, Deputy Kirkland arrived at the Decatur County Sheriff’s Office Jail to transport the offender, Jafari Belin, to Bainbridge Memorial Hospital for medical reasons. Kirkland arrived at the hospital at approximately 1759. Once at the hospital, the offender was processed and placed in ER room #3. The offender asked to use the bathroom. As Kirkland waited for the offender to exit the bathroom, Kirkland heard what he thought was a door opening at approximately 1921, at which time, Kirkland observed the offender running from the adjoining room. Belin was apprehended in the China Buffet restaurant parking lot.
