On Friday, February 11, 2022, at 1400 hours, Decatur County Sheriff’s Office (DCSO) Investigator (Inv.) Vincent Edmond was on duty and located at the Decatur County Sheriff’s Office. Inv. Edmond responded to the Decatur County Magistrate’s Office at the request of Assistant Magistrate Judge Teresa McMillan. In the Decatur County Magistrate’s Office, Inv. Edmond made contact with Jennifer Yeager, who is an employee of the Bainbridge Xpress store located at 1921 Spring Creek Road Bainbridge, Georgia. Yeager presented to Inv. Edmond a copy of the check that listed from Eye Care Associates at 111 West Main Street Dothan, Alabama, to Samantha Parker, for $485.65. Jennifer Yeager told Inv. Edmond that a white female came into the Bainbridge Xpress store during the evening hours of Saturday, February 5, 2022 and presented this check to the store staff. Jennifer Yeager stated that someone on the store staff cashed the check for the female and the check was returned for the reason “Unable to Locate Account.” Samantha Parker was arrested for Outstanding Warrants from the Bainbridge Public Safety Department for Printing, Negotiating, and Executing False Checks. Inv. Edmond took a copy of the check that Jennifer Yeager had brought to the magistrate office and advised her that an incident report would be completed and charges would be brought up on Samantha Parker if it was would she printed and executing the passing of this fraudulent check.

On Wednesday, February 16, 2022, at approximately 1036 hours, Investigator William McClanahan was on duty and located in his office at the Decatur County Sheriff’s Office, when GSP Trooper Brian Palmer met with Inv. McClanahan. Trooper Palmer handed over to Inv. McClanahan and evidence bag containing multiple items, Palmer stated at approximately 0944 hours; he pulled over a Google Streetcar, for driving 76mph in a 55mph zone. When Trooper Palmer ran the driver through his dispatch, the driver Andrew Turner came back Wanted out of Camilla, GA. Trooper Palmer stated he had the driver get out of the vehicle and placed him under arrest. While conducting a search of Turner’s person Trooper Palmer located the silver grinder containing suspected Methamphetamine in his front left pocket. Trooper Palmer stated he then found two other grinders, a digital scale, and the vape pen while searching Turner’s vehicle. Trooper Palmer transported Turner to the Decatur County Jail.

On 02/16/2022, at approximately 1546 hours, Decatur County Sheriff’s Office Investigator Steve Clark was located at 210 Taylor Street, in Colquitt, Miller County, Georgia, in reference to speaking with the victim in this case identified as Jennifer Elaine Handford. DCSO Chief Investigator Elijah McCoy had received information that Jennifer Handford may have been abused and exploited by family recently and requested Inv Clark and Inv. Vincent Edmond to investigate the matter.

Upon arrival, Deputy Smith spoke with complainant, Glen Sill, who stated that Bill Ekler punched him in his chest using both of his fists, after a verbal altercation.

On Monday, February 21, 2022, at 1029 hours, Decatur County Sheriff’s Office (DCSO) Investigator (Inv.) Vincent Edmond was off duty and located at this residence in Decatur County, Georgia. Inv. Edmond received a phone call from William Harrell aka Bill Harrell, who owns County Line Auto Parts/ Donald’s Grocery located at 5129 Vada Road Climax, Decatur County, Georgia. Bill Harrell advised Inv. Edmond that he had seen a recent local newspaper article that Samantha Parker had been arrested for passing fraudulent checks. Bill Harrell advised Inv. Edmond that Samantha Parker had passed what he believed to be a Fraudulent Check, at his business, sometime in January of 2022.
