Victor was born November 9, 1961 in Raymondville, TX. He was raised by Maria Guadalupe Garcia and Rafael Garcia, Sr.
Survivors include his 11 siblings; his closest sisters, Sanjuanita, Tomasa, and Alicia; his closest brother, Eladio; his mother, Emma Garcia; and numerous nieces and nephews.
Victor was preceded in death by his father; his grandparents, Maria Guadalupe Garcia and Rafael Garcia, Sr.; and his brother, Rafael Garcia, Jr.
