On Monday, July 26, 2021, at 1500 hours, Decatur County Sheriff’s Office (DCSO) Investigator (Inv.) Vincent Edmond was on duty and located at the Decatur County Sheriff’s Office. Inv. Edmond received a phone call from DCSO Lieutenant (Lt.) John Presilla. Lt. Presilla advised Inv. Edmond that he had received information that Kenneth Sheffield was located at the Palmer Motel in Bainbridge, Georgia. Lt. Presilla stated that he was told that Sheffield was very impaired and needed medical assistance.
