On Saturday, April 25, 2020, at approximately 2030 hours, Sgt Charles King was located on Hales Landing Road, Bainbridge, Decatur County Georgia. Sgt. King observed a gray in color Toyota, traveling West on Judith Drive. Sgt. King observed the driver of the Toyota fail to stop at the stop sign at Judith Drive and Hales Landing Road. Sgt. King asked to see Kouts’ driver license and Kouts stated he does not have a license. Kouts was arrested and transported to the Decatur County Jail.
