On Monday, April 13, 2020, Investigator Vincent Edmond was on duty and located in Decatur County, Georgia. Investigator Edmond was in his patrol vehicle located at the intersection on Airport Road and Dothan Road. Investigator Edmond saw a silver SUV being driven by a white male that was not wearing his seatbelt. Investigator Edmond witnessed the male turn the vehicle onto Airport Road and began traveling east. Investigator Edmond turned his patrol vehicle around and initiated a traffic stop on the silver SUV near Bates Road. Blair did not have a driver’s license and stated he was unlicensed. E-911 also advised Edmond that the license plate on the vehicle was expired. Jacob Blair was arrested and then transported to the Decatur County Jail.
