Only one guess. 
It is an idiom that refers to a policy or policies (by our local good-ole-boy system) of offering rewards for making progress towards benchmarks or goals but not necessarily ever actually delivered.

It is very sad with the current economic downfall that the City Council would go ahead with paying for sub par performers. I think it is a slap in the face of all local talent by considering the performer they have in mind. I have heard a lot of the local talent and many by far perform a lot better. It is crazy to think that, that many people come to Bainbridge to watch the performance. The surrounding cities put on a fireworks show that is the same if not better quality. Remember, 4th of July is mainly about the fireworks not the high dollar singer.

I doubt it will get much publicity, but the trial for the firefighters vs Decatur County is fixing to go to court in Albany next month. I believe the actual date is the 6th, but at any rate, next month.
Hopefully, the truth will win out, and we will find out what actually transpired, and those who are in the wrong will be held accountable.

WOW…can you believe it …No code enforcement officer….He is resigning in two weeks…Why did they wait on him to resign…I did not know that he had even been working…After hearing several calls for him on the scanner and him not responding at all I figured he was resigned along time ago…was not anyone following up on him….I hope our county does not screw up this time and want to pay him some kind of severance pay when he leaves….Maybe the next person they hire will live within Decatur County County and will be available to take calls when needed and “Not At His Convenience”….(plus I think someone sure needs to manage the new one a little better)
