Commissioners Work Session

Decatur County Commissioners met in a work session on Tuesday aafternoon and discussed a number of issues.

Records Storage
A tentative records storage action calendar was handed out(below) and the issues discussed.

Commissioner Oliver Sellers stressed the need to quit "feeding the beast" and try to get more departments on electronic schedules.

Jan 31-Feb 10 Department Heads and Constitutional Officers to Review Records to Quantify Storage Needs
Feb 13 Meeting with Department Heads and Constitutional Officers to Receive Information on Types and Quantity of Records and Listen to Practical Needs
Feb 14-Mar 9 Locate and Evaluate Physical and Electronic Storage Spaces
Mar 12 Prepare Report and Recommendation to Board of Commissioners

When asked who was doing electronic storage for current records, Finance Director Carl Rowland stated he thought the Clerk Of Court is the only department, and included the administrative offices were not, saying "It's a funding issue".

In the end, it is anticipated the only near solution is they check on storage at the old west Bainbridge Middle School, and hopefully utilize it for the boxes.


Finance Committee Update reports for the first 6 months the county is at 49% of expenditure totals.

Road Improvement Update (GAB)
The following is an estimated cost breakdown of crushing or purchasing 18,000 tons of concrete to have a stock pile of GAB.

Option I - Contract to Crush
Golden Environmental cost to crush = $7.25 per ton = $130,500

Option II - Decatur County to Crush / Rental Equipment
Expendable Items
Impact Crusher and Pulverizer - $1,875 / day (8 hr. work day)
Estimated time of rental = 25 days
Estimated Rental Charge - $46,875
Delivery Charge - $9,600
Fuel consumption-$11,000
Additional equipment needed: CAT 938 loader, Kawasaki L60 Loader (both owned by Decatur County), and 4 employees to operate equipment

Total Cost of Option II - $67,475

Option III
Purchase GABC from Oxford Construction Company: $20.00 per ton x 18,000 tons = $360,000


Policy Review on Use of Cloud Livestock Facility
After some discussion on making the facility available to all, a fee structure will be put together and presented to commissioners.
