Gene Powell, a Parish Road resident questioned Commissioners about the Septic Tank situation that Decatur Countians now face.
County Administrator Tom Patton again stated the rehab should have been done 10 years ago.
"Why did it get to this point?" Mr Powell asked. "There was no money put into the funds to do the rehab when it should have been done." Patton answered.
Troy Walker, New Life Deliverance Ministries, was again in front of the County Commission on Tuesday evening. He told Commissioners that now they are experiencing several sinkholes on their property. In Septembers meeting (No, You're Out of Order, Mr Mosely) the County Roads department presented a picture of the work they had accomplished.

Executive Session: Personnel
General Description of County Attorney Position:
The County Attorney shall:
- be an individual or firm selected by the Board of Commissioners to serve as the chief legal advisor for the government of Decatur County.
- be a wholly independent contractor of the County with only such obligations and rights as are consistent with that role.
- have no employment benefits, including insurance or retirement benefits.
- shall be appointed for a term established by the Board and serve at the pleasure of the Board.
- shall have a non-exclusive agreement for providing legal services.
- receive general supervision from the Board.
- work cooperatively in conjunction with the County Administrator in the day-to-day operations of the County.
Scope of Work:
The County Attorney shall:
- serve as the chief legal adviser to the Board, County Administrator, elected officials, department heads, and central office staff.
- attend all regularly scheduled and called meetings of the Board.
- attend Board work sessions and committee meetings as requested.
- be prepared to act as parliamentarian at any meeting or work session.
- attend other meetings as requested by the Board or County Administrator.
- prepare, review, and/or approve content and form for contracts, agreements, resolutions, ordinances, proposed legislation and all other standard County documents, in cooperation with appropriate elected officials or other County personnel.
- prepare such written and/or oral legal opinions as may be requested by the Board, County Administrator or other County officials.
- provide legal advice and assistance regarding voter registration and other election issues, including overseeing the preparation of submissions to the United States Justice Department.
- review and approve, as to content and form, all proposed adverse personnel actions which are requested by the County Human Resources Director, County Administrator, Board, or other elected official.
- represent the County, elected officials and employees in litigation and administrative proceedings as directed by the Board or the County Administrator.
- become involved as necessary in litigation or matters handled by attorneys assigned by the Association County Commissioners of Georgia, and assist as directed by the Board or County Administrator in county-related matters handled by other attorneys.
- represent the County and elected officials in the appeal of any litigation to a Georgia appellate court.
- assist central office staff in ensuring that various legal requirements and statutory deadlines are met in order to avoid potential litigation, comply with contractual obligations, avoid claims awards, and comply with legal funding requirements.
- maintain professional growth and development through seminars, workshops, and professional affiliations in order to remain informed of developments in state and federal laws pertaining to county government.
- recognize and remember that, according to local legislation approved by the Georgia General Assembly, all members of the Board have equal privileges and authority.
- serve as a representative of the County, always demonstrating a positive attitude and progressive actions through the display of professionalism, courtesy, appropriate tact, and discretion in all interactions with elected officials, employees and members of the public.
