Property Taxes Increasing HOW MUCH?!

It's a pretty good bet that residents of Bainbridge/Decatur County will see a significant increase in their property taxes due to the Service Delivery Strategy Agreement between the City of Bainbridge and Decatur County.

City of Bainbridge residents should expect to see a $90 increase per $100,000 of value.

Residents of unincorporated Decatur County should expect to see a $200 jump per $100,000 of value.

What will impact your Decatur County Property Tax

For all residents (3.5 mills)

  • 2 mills must now be provided to the Hospital Authority for indigent care.
    (Specifies up to 2 mills, but do you really think it will be less?)
  • 1.5 mills must be provided to a new Recreation Authority.

For County Unincorporated Residents (1.55 mills)

  • 0.13   County Animal Control (to generate $50,000) **
  • 0.16   County Planning and Zoning (to generate $60,000) **
  • 0.94   County Fire Protection (to generate $360,000) **
  •       ** The above $470,000 (1.22 mills) previously generated by the county from
              city residents will no longer be collected from city residents)
  • 0.33   For county streets in city (to generate $125,000 to pay city for 11 miles of county roadway inside city)

Your Increase

  • 5.05 increase in county millage rate for County residents (Approximately $200 per $100,000 of home value)
  • 2.28 increase in county millage rate for City residents(3.5 less 1.22) (Approximately $90 per $100,000 of home value)

The Service Delivery Strategy Agreement specifies County Enterprise Funds. It is anticipated that the City of Bainbridge will begin utilizing the Decatur County landfill again which hopefully will generate enough revenue to cover any deficiencies incurred by, in particular, the Decatur County Correctional Institution.
County Enterprise Funds consists of

  • Decatur County Correctional Institution
  • Golf Course
  • Landfill / Solid Waste Disposal
  • Public Utilities: Natural Gas
  • Public Utilities: Water and Sewer

The $750,000 City of Bainbridge recreation expense will shift to the new Recreation Authority supported by the 1.5 mill tax from Decatur County. I don't, however, think I would hold my breathe waiting for a city of Bainbridge millage rate decrease.

The announced moving of City of Bainbridge inmates from Pelham City Jail back to the Decatur County jail should not be expected to generate any additional significant income for Decatur County, if any at all. It will however create a few more jobs in Decatur County. The City will pay a per diem amount of $33 per prisoner plus 10% of the fine assessed each such prisoner.

1 mill of property tax generating $725,000 countywide
43%/mill ($311,750) is from city residents
53%/mill ($384,250) is from county residents
